Two more people have been arrested related to a robbery at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was arrested in Lambeth on suspicion of robbery and assault and a 23-year-old woman was detained on suspicion of conspiracy to commit robbery. They both remain in custody, authorities confirmed.

The arrests come after an investigation into an assault at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Before the incident, a pair of female travelers were robbed of their luggage after getting out of a parking garage elevator.

A toddler aged three was one of the those hurt in the event. Five people were taken to the hospital for treatment and were later discharged.

Police arrested a man in his thirties on suspicion of robbery and assault close to the scene. He was subsequently released under investigation while inquiries continue.

Authorities were alerted at approximately 08:10 GMT after reports came in regarding several individuals hurt by a noxious substance believed to be an irritant spray.

The attack - which authorities stated was a standalone incident and not considered terrorism - resulted in delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the T3 car park for a short time.
